Legislation in Spain as of Royal Decree 1619/2005 on the management of scrap tires and under the protection of Act 10/1998 on waste, a National Scrap Tire Plan is being defined with the aim of reusing, recycling and recovering this waste material as much as possible, in order to avoid its eventual deposit at a landfill, this being the least satisfactory option.
The National Scrap Tire Plan indicates public works as an instrument for recycling rubber dust from STs, as a constituent material of some binders used in the manufacture of bituminous mixtures, provided that it is technically and economically possible. Therefore, Repsol Asphalts developed a wide range of bitumens with STs included in C.O. 21/2007 (detailed and extended with C.O. 21 bis/2009) that help to meet that need.
